About the Governor’s Office of Performance Improvement
About Us
In 2007, the Governor’s Office of Performance Improvement originated as the Governor’s StateStat Office under Governor O’Malley. It was reorganized by Governor Hogan in October 2015 under its present name (Executive Order 01.01.2015.26). In January 2025, Governor Moore signed Executive Order 01.01.2025.08 - PDF - 153.3 KB that updated GOPI’s mission to improve the performance of Maryland State agencies through greater accountability, coordination and capacity building. In addition to developing the State Comprehensive Plan at the outset of a new gubernatorial administration and directing State agencies to develop objectives, strategies, milestones, and performance measures to track implementation, GOPI also develops and implements common-sense government modernization initiatives. These initiatives are meant to ensure strategic resource management, maintain fiscal sustainability, promote cost optimization strategies to ensure receipt of the highest value for state expenditures, and eliminate duplication and fragmentation.
Our Leadership
Asma Mirza, Chief Performance Officer
Throughout her career, Asma Mirza has worked on some of the hardest issues facing the country and its economy, from the response to COVID-19 to rebuilding America’s infrastructure to ensuring a peaceful transition of presidential power in 2016 and 2020.
Asma Mirza currently serves as the Chief Performance Officer for Governor Wes Moore. In that role, Asma leads implementation of the Governor’s priorities in the State Plan, the Administration’s response to support Federal workers in the face of layoffs and the Federal shutdown, and the modernization of state government to save taxpayer money. She also helped lead the economic response to the Key Bridge collapse. Before this role, Asma served as the Deputy for Implementation Management and Special Assistant to the President, where she helped oversee the implementation of the $1.2 trillion Bipartisan Infrastructure Law at the White House. Asma also spent seven years shaping the Federal Government’s approach to performance management at the Office of Management and Budget (OMB), co-leading implementation of the GPRA Modernization Act. She helped create Performance.gov, the Cross-Agency Priority Goal fund, the IT Modernization Fund, FedStat, the Federal Program Inventory, and the White House Leadership Development Program.
Asma is a graduate of Georgetown University, where she earned a degree in Leadership and Change Management and Operations Information Management. She earned her MBA from the University of Maryland.
Elisabeth Sachs, Director of Government Modernization
Elisabeth Sachs is a seasoned government leader with experience in organizational innovation program design and performance management. She currently serves as the Director of Government Modernization for Maryland Governor Wes Moore. Her previous roles include Deputy County Administrative Officer for Health and Community Services and Director of Government Reform and Strategic Initiatives in Baltimore County, as well as Executive Director of the Job Opportunities Task Force (JOTF).
At the state level, Elisabeth has served as Interim Secretary at the Maryland Higher Education Commission, Policy Director at the Maryland Department of Labor, and the first Program Director for EARN Maryland, an innovative industry-led workforce and economic development initiative. She also has experience as a public sector attorney, serving as an Assistant Attorney General in the Office of the Maryland Attorney General and a Special Assistant United States Attorney with the United States Department of Justice.
Elisabeth holds a B.A. from Haverford College and a J.D. from Yale Law School.
Sophie Bergmann, Deputy Chief Performance Officer
Sophie Bergmann currently serves as Deputy Chief Performance Officer in the Office of Maryland Governor Wes Moore. She previously served as a Policy Advisor in the Governor’s Office.
Prior to the Moore-Miller Administration, Sophie led team-wide planning and coordination efforts as a Senior Manager of Solutions at Results for America. Over her six years at Results for America, she also managed the What Works Cities Economic Mobility Initiative and supported the organization’s Local Government and What Works Nonprofit Fellowships. These efforts bolstered government and nonprofit leaders in using data and evidence to better serve individuals and communities.
Before joining Results for America, Sophie served as a Confidential Assistant in the Office for Civil Rights at the U.S. Department of Education. Sophie earned her bachelor’s degree in public policy from the University of North Carolina at Chapel Hill.
