Governor Moore Appoints Manny Welsh As Deputy Chief of Staff

ANNAPOLIS, MD — Governor Wes Moore today announced the appointment of Manny Welsh as deputy chief of staff effective January 1, 2024. Welsh has served as the Governor’s Board of Public Works Executive since January 2023.

“Our Administration has benefited in so many ways from Manny’s expertise,” said Gov. Moore. “His expanded leadership role will help ensure that our state places equity front and center in our economic development efforts, procurement reform, labor relations, and cannabis policy.”

Welsh’s portfolio will include oversight of the Board of Public Works; the Department of Commerce; the Department of General Services; the Maryland Cannabis Administration; the Alcohol, Tobacco, and Cannabis Commission; the Office of Social Equity; the Maryland State Board of Contract Appeals; the State Labor Relations Director; and the Governor’s Office of Small, Minority, and Women Business Affairs.

Prior to joining the Moore-Miller Administration, Welsh held senior roles for the Comptroller of Maryland from 2015-2023, having most recently served as chief of staff to the Comptroller from 2020-2023. He holds a Master of Public Administration from the University of Baltimore and a bachelor’s degree in political science from Towson University.
