Governor Moore Joins Frederick County Leadership for Linganore Creek Elementary School Groundbreaking

ANNAPOLIS, MD — Governor Wes Moore today joined Frederick County Executive Jessica Fitzwater, Frederick County Public Schools Superintendent Dr. Cheryl L. Dyson, and state and local leaders for the groundbreaking of Linganore Creek Elementary School. The project, which has received $3.7 million in State funding to date, represents the Moore-Miller Administration’s continued investment in Maryland’s public schools and school construction efforts and is expected to be completed before the start of the 2026-2027 school year.

“Today I am reminded of why this is one of the fastest growing jurisdictions in our state,” said Gov. Moore. “But as we grow, we must ensure our education system is growing too. This is not just about a new facility. It’s about ensuring our students have access to a world-class education, teaching our young people to become not just employees but employers, and about building a state that leaves no one behind.”

Frederick County is one of Maryland’s fastest-growing jurisdictions, with nineteen county public schools currently experiencing overcrowding. When the project is complete, Linganore Elementary School will have capacity to serve more than 840 students, relieving significant school overcrowding for the surrounding Oakdale community. 

“Today, with Linganore Creek Elementary School, we are demonstrating and celebrating the benefits of strong collaboration,” said Frederick County Executive Jessica Fitzwater. “Through a combination of dedicated county dollars and additional state fund​​​ing, I am proud that we are working in partnership with Gov. Moore, our state and local elected officials, and FCPS to prioritize and expedite school construction. As a growing community, Frederick County must invest in the high-quality schools that attract families to our County.” 

The Moore-Miller Administration, in partnership with the Maryland General Assembly, continues to invest in school construction across the state. The FY26 capital budget provides $825 million in school construction, including $57 million to support critical infrastructure and new construction or renovation projects for fast-growing counties that are experiencing overcrowding. The budget also includes $302.2 million in revenue bonds for the renovation and construction of public schools from the Built to Learn Fund to support school construction projects.

“Breaking ground on Linganore Creek Elementary is a milestone moment for our school system,” said Frederick County Public Schools Superintendent Dr. Cheryl L. Dyson. “Our students and staff deserve modern facilities that match the excellence of the learning that happens inside them. We thank Gov. Moore, County Executive Fitzwater, and the Maryland State Department of Education for supporting our students and families through this important project.”

The new Linganore Creek Elementary will be a state-of-the-art, energy efficient school, one that represents our commitment to education and our willingness to meet the challenges of a rapidly growing student population.”
