ANNAPOLIS, MD — Governor Wes Moore today announced that JD Fields HDM Spiralweld Mill, LLC, an industry leader in steel piling, is opening a new 200,000 square foot pipe pile fabrication center at Tradepoint Atlantic. The project will create approximately 150 high-skilled jobs and represents $50 million in capital investments from JD Fields, including more than $1.8 million in combined state and county investments.
“There are those who said that once the Bethlehem Steel plant closed down, steel would never come back to Baltimore,”
said Gov. Moore. “Well, today, we don’t just prove the doubters wrong, we prove the dreamers right. Because in just two and half years, we have worked together to deliver one of the great comeback stories in the history of the United States of America. And we have shown that when the public sector and the private sector make the choice to work together, we can achieve things many would call impossible.”
The move by JD Fields HDM Spiralweld Mill, LLC—a partnership established in 2022 between JD Fields & Company and its affiliated Turkish manufacturing company HDM Steel Pipe—marks the company’s first expansion to the East Coast from their headquarters in Houston, Texas. The new fabrication center will be located on a 13-acre site within the southeast portion of Tradepoint Atlantic’s Sparrows Point peninsula, and is scheduled to be complete by the end of next year with operations expected to begin in early 2027.
To assist with project costs, the Maryland Department of Commerce is working to approve a $1 million conditional loan through
Advantage Maryland, which provides flexible funding to assist key business attraction and retention projects across the state. By choosing to expand in Maryland, JD Fields HDM Spiralweld Mill, LLC will be eligible for up to $750,000 in
Job Creation Tax Credits based on the number of new full-time jobs created in the region. Additionally, Baltimore County is also providing a $100,000 conditional loan to support facility expenses.

The state-of-the-art facility will convert international and domestic steel plates and coils into specialized structural steel, which will support critical infrastructure throughout the United States. The new site’s proximity to breakbulk facilities and marine infrastructure through the Port of Baltimore will enhance JD Fields HDM Spiralweld Mill, LLC’s ability to reach a wider variety of customers and projects.
