ANNAPOLIS, MD — Governor Wes Moore today announced the appointment of Kumar P. Barve as chair of the Public Service Commission, succeeding Fred Hoover, who resigned as chair but will continue to serve as a commissioner. Barve’s appointment takes effect immediately.

“Fred Hoover exemplifies what it means to be a public servant and has been a tremendous partner in our efforts to build a cleaner, more reliable, more affordable energy system,” said Gov. Moore. “I’m grateful for the work Chair Hoover has done for our state, and I have full confidence in Commissioner Barve, who understands the importance of energy sustainability and grid reliability.”

“It’s been an honor to serve as Chair of the Public Service Commission during such a transformative time for Maryland’s energy sector,” said Public Service Commission Chair Fred Hoover. “I am proud of what we have achieved over my past three years as Chair of the Commission to modernize our energy system and advance our State’s clean energy goals.”

Prior to his appointment as a Public Service Commissioner in 2023, Barve served 32 years in the Maryland House of Delegates, and held a number of leadership roles, including chair of the House Environment and Transportation Committee from 2015 to 2023 and majority leader from 2003-2015.

“Ensuring reliable, affordable utility service is our top priority,” said Public Service Commission Commissioner Kumar P. Barve. “I look forward to working every day to protect Maryland ratepayers and ensuring our energy policies help grow the economy without burdening families or harming the environment.”
