Governor Moore Announces Appointment of Magistrate Maurice Clyde Frazier to the Howard County Circuit Court

ANNAPOLIS, MD — Governor Wes Moore today announced the appointment of Magistrate Maurice Clyde Frazier to the Howard County Circuit Court.

“The Howard County Circuit Court is gaining a devoted steward of the law in Magistrate Frazier,” said Gov. Moore. “He is a dedicated public servant, and I am confident he will continue his work to serve our justice system with integrity and distinction.”

Magistrate Maurice Clyde Frazier has served as a family law magistrate in the Howard County Circuit Court since 2022. During his tenure, he created Project Elevate, a program designed to provide pathways to education for youth in the justice system. Through partnerships with Howard County Public Schools, Howard Community College, and the Maryland Department of Juvenile Services, the initiative helps young people pursue GEDs or associate’s degrees while connecting them with tutoring, mentorship, and skill development opportunities.

Before his appointment to the bench, Frazier spent 15 years as a prosecutor in the Howard County State’s Attorney’s Office, where he specialized in narcotics investigations, asset forfeiture, and violent offense prosecutions. During the final years of his tenure, Frazier served as chief of the general crimes unit, supervising prosecutions for a wide range of crimes. Earlier in his career, he clerked for the Honorable Marcella A. Holland (retired) of the Baltimore City Circuit Court.

Frazier received his law degree from the University of Baltimore School of Law, and is a lifelong member of Alpha Phi Alpha Fraternity, Inc., whose guiding principles of service and scholarship have shaped his professional and personal life.
