Lt. Governor Aruna Miller Announces New Opioid Restitution Fund Competitive Grant Opportunity

ANNAPOLIS, MD Lt. Governor Aruna Miller announced today that a new round of competitive funding from Maryland’s Opioid Restitution Fund (ORF) is available through the Moore-Miller Administration. Eligible organizations can apply for up to $1,000,000 to support efforts to reduce overdoses and increase access to substance use care..

“Maryland is taking another important step forward in our work fighting back against the harms of the opioid crisis,” said Lt. Governor Aruna Miller. “We are ready to support impactful and innovative evidence-based strategies to reduce overdose in our communities.” 

All projects must align with the requirements identified by national settlement agreements and state law, which both ensure that prescription opioid settlement funds are used to support overdose prevention and response initiatives. Allowable spending covers an expansive range of recovery support services, as well as family support. “The funds that Maryland secured through our prescription opioid litigation can amplify the heroic work of organizations across the state working to meet people where they are and make connections to substance use care,” said Special Secretary of Overdose Response Emily Keller. “Through sustained collaboration and coordinated action, we can ensure that Maryland continues to be a national leader in our efforts to support individuals at every step along their recovery journeys." 

ORF Grant Opportunity Details

  • Applications are due by September 15, 2026, at 5 pm.
  • Non-profits are eligible to apply if they provide non-billable community-based services (or billable services to disproportionately impacted populations). Local governments may apply if they do not receive their own opioid settlement funds.
  • All grant proposals will be evaluated based on a uniform set of criteria, including how they address opioid remediation and gaps in their communities. 
  • Funding will be provided on a multi-year basis.
  • Interested organizations can attend a pre-application webinar hosted by Maryland’s Office of Overdose Response on July 24, 2026. 

About Prescription Opioid Settlements in Maryland 

Maryland expects to receive over $740 million over the next 15 years through finalized settlements. Of this, 70% will be distributed directly to counties, cities, and towns that joined the state’s settlements with prescription opioid manufacturers and distributors and retail pharmacies. The state has discretion over the remaining 30% of funds, half of which must be distributed through competitive grants. 

As of the 2025 fiscal year, the state has received approximately $245.8 million. Nearly $170 million has already gone to or is available for use by counties, cities, and towns across the state.
