​​The Department of Budget and Management helps the Governor, State agencies, and their employees provide effective, efficient, and fiscally sound government to the citizens of Maryland. We support agency efforts to achieve results by helping them obtain the fiscal, capital, and personnel resources needed to provide services to Maryland citizens. We are dedicated to providing advice and assistance with professionalism, state-of-the-art technology, modern management techniques, and teamwork.

Helene T. Grady

Helene T. Grady was nominated by Governor Moore to serve as the Secretary of Budget and Management in November, 2022 and sworn in on March 2, 2023. Prior to joining the Moore Administration, Secretary Grady served as vice president, chief financial officer, and treasurer for Johns Hopkins University. Prior to serving as CFO, Secretary Grady served as the University's vice president for planning and budget, charged with developing and managing the university’s operating and capital budgets and five-year financial plan. Prior to joining Johns Hopkins, Secretary Grady spent 9 years with the City of Baltimore Department of Finance, the last five years as deputy director of finance. Secretary Grady also served four years with the City of Philadelphia, where she finished as deputy budget director.

Secretary Grady served as vice chair of the board for the College Savings Plans of Maryland (MD529) and as a member of the Maryland Health Care Commission. A Harry S. Truman scholar, she is a graduate of La Salle University and earned a Master of Public Policy from Harvard University’s John F. Kennedy School of Government. A native of Philadelphia, PA, Secretary Grady is a resident of Baltimore City.​​
