Session Results


Governor Moore has put forward commonsense policies to create new jobs, build new pathways to employment for workers of all backgrounds, and ensure that more Marylanders can access work, wages, and wealth. The governor’s agenda elevates key administration priorities to connect more Marylanders to opportunity, from ensuring Maryland has the best public schools in the country to elevating apprenticeships. At the same time, the governor’s policies will support business growth and build out the sectors of our economy that Maryland stands to win.

The RAISE Act (SB 431, HB 501)

  • Establishes the Maryland Office of Registered Apprenticeship Development to expand opportunities for employers and apprentices
  • Creates a concierge service for employers to navigate through the start up phase of creating
  • Creates the Pay Per Apprentice Program to incentivize nontraditional employers such as cybersecurity firms to
  • adopt and scale up the apprenticeship model

The Model Employer Act (SB 433, HB 502)

  • Increases capacity at the Department of Disabilities to implement policies and best practices that support employment, job training, and career readiness for Marylanders with disabilities
  • Establishes the Office of Disability Employment Advancement and Policy
  • Codifies the Maryland as a model Employer Initiative under the Office

The Procurement Reform Act (SB 426, HB 500)

  • Expands opportunities for small businesses by expansion of the Small Business Reserve Program
  • Enhances government efficiencies by streamlining the procurement process - making the system more nimble for both contractors and government
  • Rewards contractors who practice good labor standards to ensure that our procurements align with our values

The Excellence in Maryland Public Schools Act (SB 429, HB 504)

  • Grows our teaching workforce by developing fully licensed teachers through the Grow Your Own program and a national recruitment campaign
  • Establishes the Academic Excellence Program to improve early literacy and mathematics comprehension by building capacity for educators through coaching
  • Supports administrative improvements to the Community Schools program to allow for more even implementation statewide and drive towards student achievement gains

The Expungement Reform Act (SB 432, HB 499)

  • The Expungement Reform Act of 2025 is about helping the thousands of Marylanders who have served their time get a fair shot at building their future
  • By expanding access to expungement, we are removing barriers to work, housing, and education for people who deserve a pathway to work, wages, and wealth
  • Not every sentence needs to be a life sentence, and this reform is about making Maryland’s economy stronger and improving public safety

The Chesapeake Bay Legacy Act (SB 428, HB 506)

  • Establishes the Maryland Leaders in Environmentally Engaged Farming (LEEF) voluntary program designed to incentivize Maryland farmers to incorporate best conservation practices into farming
  • Modernizes Maryland’s water protection programs including water quality monitoring program, aquaculture leasing, and fisheries management program
  • Ensures agencies are collaborating in expediting the review of watershed restoration permitting process for the Whole Watershed Act
