ANNAPOLIS, MD – Governor Wes Moore today presided over the third bill signing ceremony of 2024, which included three bills included the governor’s legislative agenda—the ENOUGH Act; to address concentrated poverty in Maryland’s marginalized communities; the Critical Infrastructure Streamlining Act, which removes barriers to Maryland’s technology infrastructure growth; and the Transparent Government Act, which improves predictability for entrepreneurs and businesses seeking to grow their businesses in Maryland.
"We are data-driven and heart-led in everything we do. Today, Marylanders are moving in partnership to build a more competitive state through historic legislation designed to lift everyone up and leave no one behind,"
said Gov. Moore. "This package of bills will help us create a more hospitable business environment, break cycles of intergenerational poverty, and create new pathways to work, wages, and wealth for all."
The
ENOUGH Act directly addresses concentrated poverty in Maryland’s marginalized communities which, in consequence, include higher rates of crime and fewer educational and economic opportunities. The ENOUGH initiative will provide resources to communities through partnerships with community organizations, non-profit organizations, and anchor institutions to improve the quality of life for Marylanders experiencing multi-generational poverty.
The
Critical Infrastructure Streamlining Act removes barriers to Maryland’s technology infrastructure growth by streamlining the regulatory processes for industries that rely on backup power generators in the event of power outages. The act simplifies the regulatory process and ensures Maryland is an ideal location for businesses in the growing Mid-Atlantic technology industry.
The
Transparent Government Act improves predictability for entrepreneurs and businesses seeking to grow in Maryland. The act requires state agencies to establish and publicize projected timelines for licensing and permitting applications, allowing business owners to plan accordingly for business growth.
Governor Moore also signed into law the
Horse Racing-Racing Facility Ownership and Construction Racing Operations Bill, which authorizes the transfer of ownership and operation of thoroughbred racing facilities in the State from Maryland Jockey Club to the Maryland Thoroughbred Racetrack Operating Authority.
