Governor Moore Announces Two Cecil County Judicial Appointments

ANNAPOLIS, MD — Governor Wes Moore today announced the appointments of Robert Elliott Sentman to the Cecil County Circuit Court and Denise Winston to the Cecil County District Court. 

“I am honored to appoint Robert Elliott Sentman and Denise Winston to Cecil County’s Circuit Court and District Court,” said Gov. Moore. “They have both had incredible legal careers and will bring valuable experience to the Cecil County court system. I am grateful for their willingness to continue their legal and public service careers in Maryland on behalf of the people of Cecil County.”

Robert Elliott Sentman

Robert Sentman has served as a prosecutor in the Office of the State’s Attorney for Cecil County for his entire legal career. Since 2020, he has been the chief of the General Felony and Misdemeanor Unit, where he prosecutes cases, supervises other felony prosecutors, and supervises the circuit court jury trial prayer dockets. Prior to that, he was the district court supervisor, overseeing all district court attorneys, victim and witness coordinators, and support staff. He joined the Office of the State’s Attorney in 2016.

Sentman earned his bachelor’s degree from Washington College and his law degree from Widener University School of Law.

Denise Winston

With more than 20 years of legal experience, Denise Winston has spent her entire legal career as an assistant public defender with the Maryland Office of Public Defender. In 2017, Winston transferred to Cecil County where she handled both circuit and district court cases for six years. She was promoted to senior attorney in 2023, representing defendants in high profile felony cases. In addition to a full case load, Winston also mentors junior attorneys and conducts continued legal education training for attorneys and staff. 

Winston earned her bachelor’s degree from Norfolk State University and her law degree from the Regent University School of Law.
