Governor Moore Announces Appointments to Baltimore City Circuit Court

ANNAPOLIS, MD — Governor Wes Moore today announced the appointments of Piper Faith McKeithen and the Honorable Kimberly Charon McBride to the Baltimore City Circuit Court. 

“The Baltimore City Circuit Court has gained two extraordinary legal minds. I have full confidence that Judge McBride and Ms. McKeithen will serve on the bench with distinction," said Gov. Moore. “I thank them both for their past contributions to our justice system, I applaud them for continuing to serve, and I am grateful for their shared commitment to equal justice under law."

Piper Faith McKeithen 
Piper Faith McKeithen is Assistant Chief Counsel in the Baltimore Office of the Principal Legal Advisor with the U.S. Department of Homeland Security U.S. Immigration and Customs Enforcement. As Assistant Chief Counsel, she represents U.S. immigration and customs enforcement in removal proceedings before hearing officers of the Baltimore Immigration Court, Hyattsville Immigration Court, and the Board of Immigration Appeals. Her responsibilities include advising clients on substantive law and policy related to the apprehension, detention, and supervision and removal of noncitizens. She is also a senior member of Baltimore's federal litigation team and Baltimore's human rights violators team. 

After graduating from the George Washington University Law School, McKeithen spent two years as a clerk for two judges in the Superior Court of the District of Columbia before joining the Baltimore City State's Attorney's office, where she worked for 14 years. McKeithen also served as a Special Assistant U.S. Attorney for the District of Maryland. She spent more than two years in the Violent Crimes Section collaborating with the Bureau of Alcohol and Tobacco, Firearms and Explosives, the Federal Bureau of Investigation, the Maryland Transportation Authority and the Secret Service to investigate serious drug and firearm offenses and repeat offenders. 

The Honorable Kimberly Charon McBride 
The Honorable Kimberly Charon McBride was appointed as a United States Immigration Judge through the U.S. Department of Justice Executive Office for Immigration Review. Prior to her appointment as an immigration judge, she worked as a family magistrate for the Circuit Court for Baltimore City for 13 years. As a magistrate, she was assigned to the Division of Juvenile Causes and handled the juvenile docket. 

After graduating from the University of Baltimore School of Law, Judge McBride started her own legal staffing company called the Legal Ease Group, Inc., which focused on staffing secretaries in legal positions throughout Baltimore. After owning her own company, she moved to Brooklyn, New York, where she worked for a legal staffing company called Update Legal, placing paralegals in law firms in Manhattan. After a year she joined the Miracle Makers, a non-profit foster care agency, where she served as a senior staff attorney. She also practiced contract family law for the Law Office of Raymond Colon and served as a guardian ad litem in adult protective services cases.
