ANNAPOLIS, MD — Governor Wes Moore yesterday
announced the path forward in redeveloping the State Center complex in Baltimore City into a vibrant, dense, mixed-use community centered around public transit. Working closely with Baltimore City and the site’s surrounding communities, Maryland will
advance the redevelopment of State Center as a transit-oriented development to include new housing, retail, and green space.
Here is what Maryland leaders and stakeholders are saying about Governor Moore’s announcement:
“I am optimistic that with the governor's leadership and strong community support we can redevelop and transform State Center into a vital economic hub for the City of Baltimore,”
said Senator Antonio Hayes. “The State Center Complex presents an ideal opportunity for community revitalization that encompasses all the elements of Maryland's newly adopted Sustainable Growth Planning Principles where economic opportunity is created for all while also responding to our ecological responsibilities to shape a place that serves the people of Baltimore for generations to come,”
said Maryland Department of Planning Secretary and State Center Working Group member Rebecca Flora, AICP.“This transit-oriented development represents the kind of transformational project that MEDCO was created to support,”
said Maryland Economic Development Corporation Executive Director Tom Sadowski. “State Center will generate employment opportunities, attract new business investment, and revitalize a key area of Baltimore.”
“The Maryland Department of Housing and Community Development supports denser, mixed-use developments near transit, especially projects that include affordable housing, and the State Center project checks all of these boxes,”

It is also a great example of how collaboration across several agencies can make a difference in the lives of Marylanders. “The Madison Park Improvement Association strongly supports the redevelopment of State Center as a transformative opportunity to make the Madison Park community one of the most transit-connected, pedestrian-friendly, and bikeable urban areas in Baltimore and the state of Maryland,”
said Madison Park Improvement Area President Omar Homza. “As one of the neighborhoods in Central West Baltimore that is undergoing a period of revitalization, our organization's ongoing work in transit-oriented placemaking and community engagement has highlighted the desire for mixed-use development that creates opportunities for new and local businesses and market-rate housing without displacing our residents of all demographics and income levels. It has also shown the desire for access to different modes of transportation that improve access to jobs and recreation while fostering stronger community ties. We are encouraged by the commitment of Governor Wes Moore and Senator Antonio Hayes to advance transit-oriented development at State Center, and we believe this redevelopment will be a turning point for our neighborhood and city.
