ANNAPOLIS, MD — Governor Wes Moore today announced judicial appointments to the Frederick County Circuit Court, where Magistrate Joanie Raymond Brubaker and Magistrate Julia Minner will both serve as judges.
“I am honored to appoint these distinguished individuals to serve on the Frederick County Circuit Court,”
said Gov. Moore. “Both Magistrate Brubaker and Magistrate Minner will bring a depth of legal experience and knowledge to their roles and I thank them for answering the call to serve the people of Frederick County.”
Joanie Raymond Brubaker has served as a Magistrate in the Circuit Court for Frederick County, where she presided over juvenile delinquency matters, Children in Need of Assistance matters, the child support docket, and family law matters. Prior to her appointment as a circuit court Magistrate, Brubaker spent more than 20 years in private practice, handling cases of almost every type. For 17 years, she operated her solo practice under the name Raymond Law Center, P.C., handling domestic and criminal defense and general miscellaneous civil matters. Magistrate Brubaker also served as a private and court-appointed mediator.
Magistrate Brubaker received her bachelor's degree from Syracuse University and her J.D. from the University of Baltimore School of Law. She also served as a law clerk to judges on the Circuit Court for Frederick County.
Julia Minner has served as a family law Magistrate in Frederick County for the past 24 years, where she presided over approximately 2,300 cases per year including hearings addressing child custody, child support, alimony, Child in Need of Assistance proceedings, and juvenile delinquency matters. Prior to becoming a Magistrate, she worked as a solo practitioner with a general practice focusing on felony and misdemeanor criminal defense. Magistrate Minner also worked as an associate with the Law Offices of William H. Poffenbarger, where she handled criminal matters and served as an assistant public defender in Frederick County for four years.
Magistrate Minner received her bachelor's degree from Frostburg State University and her J.D. from the University of Baltimore School of Law.
