ANNAPOLIS, MD — Governor Wes Moore today announced the transition of the Deputy Chief of Staff for Public Safety and Homeland Security from Bud Frank to Adam Flasch, following Frank’s retirement. Flasch, who currently serves as Director of the Governor's Office of Homeland Security, will also serve as Acting Deputy Chief of Staff for Public Safety effective January 1.
“I want to honor and thank Bud Frank for more than 40 years of service to the State of Maryland,” said Gov. Moore. “Bud has dedicated himself to the safety and security of every citizen and has served the state as a tireless public servant. Lieutenant Governor Miller and I congratulate Bud as he transitions to retirement; his leadership and commitment have contributed greatly to our success.”
During his tenure, Frank was instrumental in developing the Administration’s holistic public safety approach. He previously served as Maryland’s Statewide Interoperability Coordinator, Director of Homeland Security-Emergency Management and Rail Safety for the Maryland Department of Transportation, Director of Security for the Maryland Port Administration, and served with the Maryland State Police for 28 years.
Adam Flasch joined the administration earlier this year after retiring as a Brigadier General with more than 34 years of military service in the Maryland Army National Guard and U.S. Army. He served in numerous senior leadership positions during his military career including Deputy Chief of Staff for Information Management, Deputy Chief of Staff for Plans, Operations and Training, Chief of Staff, and Director of Joint Staff. Flasch is also Maryland’s first dual-status commander who oversaw the COVID Operations for the FEMA Vaccine Site in Greenbelt and support to local hospitals.
