Governor Larry Hogan Announces Baltimore County Judicial Appointments
Fills Two Vacancies on the District Court for Baltimore County
ANNAPOLIS, MD – Governor Larry Hogan today announced the appointments of Keith Pion and Lisa Phelps to the District Court for Baltimore County. The governor made the appointments after reviewing nominees from the judicial nominating commission for Baltimore County.
“After conducting a thorough vetting process, I am confident that Mr. Pion and Ms. Phelps are the most qualified candidates to fill these vacancies,” said Governor Hogan. “Their legal experience and expertise have prepared them well to be strong advocates for the law and the people of Baltimore County.”
Keith Pion is currently serving as an Assistant State’s Attorney with the Baltimore County State’s Attorney’s Office, and has been Division Chief of the Juvenile Crimes Division since 2015. Mr. Pion’s previous experience includes serving as a Judge Advocate in the United State’s Air Force. Pion graduated from the Catholic University of America.
Lisa Phelps is currently serving as an Assistant State’s Attorney with the Baltimore City State’s Attorney’s Office. Ms. Phelps has served in various roles in the State’s Attorney’s Office, including Director of the Legal Training Division where she has trained more than 2,000 Assistant State’s Attorneys and over 100 non-legal staff members. Phelps graduated from the University of Baltimore School of Law.
